The WeRhiz Charter
Purpose
WeRhiz exists to build, maintain, and operate the core infrastructure of the Rhiz Network State. It functions as a state-chartered operating company employed to execute national mandates through professional labor, systems design, and long-term stewardship.
WeRhiz does not exist to govern, legitimize, or extract value from the state or its citizens. Its role is execution.
Relationship to the Rhiz Network State
The Rhiz Network State is the sovereign entity. The Rhiz Protocol is national infrastructure owned by the state.
WeRhiz operates under charter from the Rhiz Network State to:
- Build and maintain the Rhiz Protocol
- Operate state-aligned economic systems
- Launch and steward Rhiz-native ventures
- Provide tooling, legal structure, and coordination support to citizens
WeRhiz is accountable to the state’s constitutional principles and bound by its non-extraction mandate.
Scope of Authority
WeRhiz is authorized to:
- Design, implement, and maintain protocol infrastructure
- Operate production systems on behalf of the state
- Launch ventures aligned with state economic priorities
- Employ agents, contractors, and operators to fulfill its mandate
- Generate revenue through execution and venture participation
WeRhiz is not authorized to:
- Own or control citizenship
- Define legitimacy or standing
- Override state governance
- Capture sovereignty or identity
- Monetize the protocol itself
Authority is bounded. Execution is explicit.
Economic Role
WeRhiz functions as the operating engine of the state’s early economy.
Its work contributes to national GDP by:

Revenue earned by WeRhiz is compensation for labor and execution, not rent on sovereignty.
Relationship to Citizens
WeRhiz exists to serve citizens, not to own them.
Citizens may:
- Work with WeRhiz
- Build ventures supported by WeRhiz
- Use systems operated by WeRhiz
Citizens are not required to:
- Work for WeRhiz
- Use the Rhiz Protocol
- Participate in WeRhiz ventures
Support flows through coordination and consent, not obligation.
Venture Formation
WeRhiz may launch and operate Rhiz-native ventures under state mandate.
These ventures:
- Serve real economic needs
- Prioritize durability over speculation
- Protect founders and operators structurally
- May evolve, spin out, or dissolve when their purpose is complete
Ventures exist to strengthen the state’s economy, not to accumulate power.
Accountability and Transparency
WeRhiz operates with:
